On January 1, 2010, the Texas Department of Licensing and Regulation added portable classrooms to structures that are regulated under Chapter 1202, of the Occupations Code.  As of January 1, 2010, all relocatable educational facilities (REFs) constructed at a school must meet all Industrialized Housing and Building (IHB) requirements.  The rules include:

  • Registration of general contractors
  • Review and approval of construction documents for REFs
  • Inspection of REFs by a building inspection department of a municipality
  • Inspection of REFs by inspectors approved by the Texas Industrialized Building Code Council for schools located in a jurisdiction that does not have a building inspection department
  • Requirement of a certification decal that the REF passed inspection
