65% Instructional Expenditure Requirement Eliminated and Financial Rating System for Charter Schools to be Implemented |

Proposed changes to "School FIRST," the Financial Accountability Rating System, were announced last week by the Texas Education Agency. The proposed changes primarily involve the deletion of the two indicators related to the 65% instructional expenditure requirement for school districts, in addition to the implementation for the first time of a rating system for charter schools. The proposed changes will apply beginning with the financial data reported for fiscal year 2008-2009 (when ratings are released on or about June 2010). The comment period for the proposed changes will end April 26, 2010.
