On October 22, 2010, the Texas Education Agency published in the Texas Register proposed amendments to the Financial Accountability Rating System also known as School FIRST (Financial Integrity Rating System of Texas). The public comment period to the proposed amendments is October 22, 2010 through November 22, 2010.
For school districts the changes to the rating worksheet are:
- Deletion of indicator 7 which referred to a school district's academic rating;
- Renumbering indicators 8-22;
- Modification of indicator 11 to provide additional examples of lowered accreditation status for financial management reasons; and
- Modification of indicator 21 to reflect lower interest rates for the performance measure for investment earnings per student.

For charter schools the number of indicators increase from 3 to 21. The proposed 21 indicators are similar in many respects to the indicators that apply to school districts with certain modifications to some indicators to reflect different accounting principles that apply to charter schools.
