Today, the Texas Education Agency posted a TO THE ADMINISTRATOR ADDRESSED letter that announced plans to modify the financial accountability rating system, School FIRST. The planned changes are to ensure school districts and charter schools have sufficient flexibility in financial management to address the effects of the economy and revenue reductions in upcoming years.  The changes will also ensure school districts and charter schools will not be penalized in financial ratings as a result of expending a portion of their fund balances in the upcoming biennium.  The changes to School FIRST are to be effective for financial ratings to be issued in 2013 and 2014.
