The Texas Education Agency announced additional funding issues affecting Foundation School Program state aid for school year 2010-11. Foundation School Program state aid for school year 2010-11 is not appropriated to fund provisions for rapid declines in average daily attendance under Section 42.005 or taxable valuation of property under Section 42.2521.  School districts affected by one or both of these conditions should reverify their state aid revenue estimates for school year 2010-11 and take additional measures relating to budget development for fiscal year 2011-12.  According to TEA, future appropriations of these Foundation School Program provisions will not be available until school year 2012-13, if provided for in FSP state aid appropriations for the 2014-15 biennium.  The state aid template on the Region XIII Education Service Center at http://www5.esc13.net/finance/ is available for reviewing state aid estimates budgeted for school year 2010-11.
