Today, Texas Attorney General Opinion No. GA-0893 (2011) was issued on "Whether a city that has adopted civil service rules for its police officers under chapter 143 of the Local Government Code may authorize a reserve police force." 

The Summary to the Opinion states,

"A city that has adopted chapter 143 of the Texas Local Government Code may create and maintain a reserve police force."
