This week, the Texas Education Agency announced the results of staff's analyses of Congressional reductions to certain federal program areas for school year 2011-12. The TEA announcement also stated, "It is vitally important that the LEA not begin or submit any amendment to the NCLB consolidated application or Perkins application in the eGrants system while these adjustments are being processed."
School districts will receive a revised NOGA transmittal letter and NOGA by email. At that time, amendments to the NCLB or Perkins federal program applications mentioned below may be submitted if the school district chooses to submit an amendment to the budget. For IDEA applications, amendments to incorporate the maximum entitlement may be submitted following the standard process for amending the IDEA application. The revised entitlements are being calculated during December and January and will be posted at http://www.tea.state.tx.us/index4.aspx?id=5040&menu_id=2147483678 .
The affected federal program areas are:
- ESEA, Title I, Part A
- ESEA, Title I, Part D, Subpart 2
- ESEA, Title I School Improvement
- ESEA, Title II, Part A
- IDEA, Part B
- Title I, Part C – Carl D. Perkins Career and Technical Education Act
Increases in Education Jobs Fund (Ed Jobs) entitlements are also being made in the aggregate amount of $18,900,000, according to TEA announcement. An amended NOGA will be distributed by email and school districts are not required to amend their applications to receive the increased entitlements.
