On August 15, 2024, the Comptroller’s Property Tax Assistance Division certified the Final 2023 School District Property Value Study (PVS) findings to the Texas Education Agency. The certification included adjustments to the findings made as a result of protests requested by school districts and finalized by the Comptroller.
The comptroller’s PVS findings play a critical role in determining how much state aid each district receives. That’s because the state uses these values to determine how much of the cost of educating students a district must generate through local taxes. When the state’s PVS results are higher than the local taxable values actually used to calculate the tax levy, the school district can end up with insufficient funding.
In response to the certification of the Comptroller’s PVS study results, school districts can request an audit of the 2023 PVS findings. State law allows for school districts to request that the Comptroller audit the total taxable value reported within the PVS, and revise the findings, according to value corrections or changes reflective of a school district’s local appraisal roll. For tax year 2023, this includes the values used to determine additional state aid related to limitations on tax increases on homesteads of the elderly or disabled.

Requests for audits must be filed with the Comptroller within three years of the final certification of the study findings, with some exceptions. The deadline to file tax year 2023 audit requests is August 15, 2027.
