Ten Districts Earn Award of Excellence in Financial Management

This is the first year of the TASBO Award of Excellence in Financial Management.

At our virtual annual conference in February, we awarded 10 districts with the Award of Excellence in Financial Management. This new program recognizes Texas school districts that have implemented professional standards, best practices and innovations in financial reporting.[1] The Award of Excellence in Financial Management is sponsored by Forecast5 Analytics.

The 2021 Recipients are:

  • Belton ISD
  • Cypress-Fairbanks ISD
  • Katy ISD
  • Lovejoy ISD
  • Mansfield ISD
  • Pasadena ISD
  • Pearland ISD
  • Rockwall ISD
  • Royse City ISD
  • Spring ISD

“It’s a rigorous program,” said Tracy Ginsburg, TASBO Executive Director. “In Texas, there are high expectations for public education to properly manage finances and report them transparently. This new awards program reflects efforts to adopt best practices and go above and beyond minimum standards.”

A TASBO Accounting Subcommittee developed the criteria for the award based on state and federal guidelines. Each applicant must submit documentation on 11 areas:

  • finance department essentials
  • staffing & training
  • controls
  • budget management
  • processes
  • cash management
  • communications
  • financial reports
  • financial analyses and projections
  • external staff training
  • innovation (bonus points)

Applications for 2022 will open in May at tasbo.org/award-of-excellence


[1] Open-enrollment charter schools and education service centers are also eligible to apply in addition to school districts.
