Elaine has served in 8 school districts including Frenship ISD, Dallas ISD, Plano ISD, Leander ISD, and now back at Dripping Springs ISD. Her experience has included all aspects of financial management and district operations. In 2021, she was re-elected to serve her 2nd term on the TASBO Board.
Heather Wilson, RTSBA
Chief Financial Officer | College Station ISD

Heather is responsible for the Finance, Maintenance, Technology, Food Services, and the Transportation Departments, as well as Construction. She has served as an officer for Panhandle Area ASBO, the PCAT Board, and the Texas Worker’s Comp Solutions Board. She was elected to the TASBO Board in 2020.
Phillip Ellison, RTSBA, MBA, CPSM
Executive Director, Procurement Services | Spring ISD
Vice President
Phillip leads a procurement team that is a multi-year winner of both the Achievement of Excellence in Procurement award with the National Procurement Institute and the TASBO Award of Merit for Purchasing Operations. He was a 2020 Commitment to Excellence Honoree and was elected to the Board in 2021.
Rachea' (Shay) Adams, RTSBA, MBA
Assistant Superintendent for Business & Finance | Little Elm ISD

Elected as Vice President in 2021, Shay has served on the TASBO Board since 2018. She previously served as an officer for the DFW TASBO Affiliate. Shay recently returned to Little Elm ISD from Lovejoy ISD, where she worked as CFO since 2003.
Tracy Ginsburg, Ed.D., CAE
Executive Director
Before leading TASBO, Tracy was CFO for Round Rock ISD, and then Fort Bend ISD. She also served as TASBO Board President. In 2013, ASBO named Tracy as its Eagle Award Recipient and, most recently, was honored by the Texas Society of Association Executives with its Distinguished Executive Award.

Brent has vast experience in the field of education, serving as a classroom teacher, a coach, a principal, a CFO, and now Superintendent. He earned a doctorate in Educational Administration at Texas A&M University – Commerce. In 2021, he was recognized at one of the Top 100 CFO’s across all sectors in the nation.
Byron Bryant, RTSBA, CPA
Chief Financial Officer | Royse City ISD

Byron has served as the Chief Financial Officer for Royse City ISD since 2018. Previously he served as the Executive Director of Finance for Allen ISD and worked in accounting at Rockwall ISD and Red Oak ISD. Byron graduated with his bachelors and master’s degrees from Texas A&M University and is a Certified Public Accountant.
Candace Fuchs, RTSBA
Purchasing Director | Cleburne ISD

Candace served as the Purchasing Director for Joshua ISD beginning in 2013 and recently began working at Cleburne ISD. In 2023, her district earned the TASBO Award of Merit in Purchasing. She earned a BS in secondary education in 2004 and an MBA in 2022 from East Texas Baptist University. Candace serves as a TASBO instructor, mentor, Purchasing Award of Merit Committee member, and as secretary for both the TASBO Purchasing & Supply Management Research Committee and the TASBO affiliate of NTPSM.
Christopher Smith, RTSBA

Christopher’s career in finance and accounting began 30 years ago. He’s led Katy ISD to an Award of Excellence in Financial Management in 2020 & 2021, as well as the ASBO and GFOA awards in financial reporting. An active TASBO presenter, he also serves on TASBO’s Governmental Relations Committee.

Prior to being elected to the TASBO Board in 2021, Jeffri served as the Vice President of Capital Area ASBO and is the Chair for Accounting & Finance Research Committee. In 2020, she received the TASBO RISE Award.
Jeremy Trimble, CTSBO

Influenced by a family of educators in Leander ISD, he began his public education career in the same school system in which he graduated. He is currently the president for the Capital Area affiliate. Jeremy earned a bachelor’s in Environmental Design and a master’s in Architecture from Texas A&M.
Johnny Hill, RTSBA, CPA

Johnny served as CFO at several districts and has more than 29 years in education finance, beginning as a business manager at Dimmitt ISD. He earned a BBA from Texas Tech University and an MBA from West Texas A&M University. He serves on TASBO’s Governmental Relations Committee and as a course and legislative day presenter. He has also served as president of TASBO, South Plains Affiliate.
Lori Vechione, RTSBA

Lori has served as the Director of Purchasing in the Keller ISD since 2007. An active TASBO instructor, mentor, and volunteer, she has earned the organization’s Award of Merit for Purchasing Operations every year since 2010. She is President of the TASBO affiliate of NTPSM and Chair of the TASBO Purchasing Research Committee.
Mike Brooks, RTSBA

Mike currently serves as the Executive Director of Operations at Elgin ISD. He began his education career in 2000 at Flour Bluff ISD, where he worked in M&O, Purchasing, and Risk Management. He spent 8 years at TASB as the Facility Services Director. At TASBO, he’s been an instructor, presenter, and a mentor.
